I saw these scarcrows off the 98 Highway south of the 8 freeway in Southern California very near the border. They were placed in an underpass at the height of the minuteman movement. These were either placed there by anti-immigrant groups or by the United States Border Patrol. I'm not too sure but I felt they looked like sculptures that were installed in the desert sand to scare undocumented people running though the border. Less
