PEG community media centers exist due to agreements between cable companies and the communities they serve. In Vermont, cable companies are granted a Certificate of Public Good (CPG) in order to use public infrastructure (utility poles) to bring their product and services to their customers. Funding for PEG Access centers is permissible because of the CPG and negotiated by the communities based on the "cable-related community needs" of the towns served by the cable company. Generally a designated non-profit organization negotiates on behalf of the communities and provides the PEG services.
