Susan Berke Fogel JD Director, Reproductive Health National Health Law Program Event Description: The Patient Protection and Affordable Care Act holds the promise of improving the health and well-being of the nation. The structures that are being developed will be critical to a sustainable system that provides not just "coverage" but access to quality health services. At the same time, anti-reform lawsuits are moving through the courts. California is one of the first states to establish a health insurance exchange board. What will the health delivery system in California look like? Who will be covered? How will individuals access health care? What barriers will remain? Who will be left out? The California Exchange Board is moving forward at a rapid pace. This presentation will provide an overview of the role of the Exchange Board, the status of implementation in California, and some insights on the road forward. About the Speaker: Susan Berke Fogel, J.D. directs the reproductive health and justice programs at the National Health Law Program (NHeLP), where she develops and implements initiatives to advance health access for low income women and adolescents. She has a particular focus on implementation of the Affordable Care Act, Medicaid, and how Medicaid policies can be utilized to increase access to abortion, family planning, and pregnancy care. She is known for her work on religious restrictions in health care, and is the co-author of Health Care Refusals: Undermining Quality Care for Women, a foundational analysis of the impact of religious restrictions on medical standards of care in reproductive health. She received her B.A. in Art History from UCLA, and her J.D. from Loyola Law School in Los Angeles. Less
