Representative Mark Buesgens (R- Mankato) probably meant something different, but he states not once, but twice that keeping the speed limit at 45 mph along 35E south of downtown St. Paul will "turn lawbreakers into good people." The author of the proposal, Representative Pat Garafalo (R-Apple Valley) steps in to clarify that it's really the other way around.
