On June 26, 2008, an independent contractor hired by the Los Angeles City Bureau of Engineering held a hearing in Venice, which is part of the Coastal Development Permit process for installing Overnight Permit [parking] Districts (OPD)s in the Venice coastal zone.These OPDs are permit parking systems good only between 2 and 6AM and are specifically being used to remove homeless people living in vehicles out of Venice. Only those people who fit into the City's narrow definition of "resident" will be able to buy a permit to park on public streets within the OPD.The OPD law is LAMC 80.54 and the City Council paid for the independent contractor out of the Venice Surplus Property Funds in order to expedite the process. Otherwise it would have taken much longer if the Bureau of Engineering did it.
