It's lame, it's pointless, and it's another lame excuse for the state to steal NJ Residents' money. It's Kyleigh's Law. Kyleigh's Law, enforced May 1st, 2010, requires all GDL (Graduated driver's licenses) holding an examination permit or probationary (formerly called "Provisional) licenses to stick a red reflective decal on the top-left of the front & back license plates.
