About this original series

Gregory S. McNeal is a visiting assistant professor of law at Penn State's Dickinson School of Law. His research employs organizational theory to analyze theinstitutions and challenges associated with counterterrorism and global security, with aparticular substantive focus on criminal law and procedure, national security law andinternational law. His legal scholarship has appeared in or is forthcoming in The Northwestern UniversityLaw Review, The Richmond Law Review, The Depaul Law Review, The University of IowaJournal of Transnational Law and Contemporary Problems, and The Case Western ReserveUniversity Journal of International Law, among others. His book Saddam On Trial: Understanding and Debating the Iraqi High Tribunal was selectedas one of three finalists for L'Association Internationale de Droit Penal's2007 Book of the Year Award. During and after the trial of Saddam Hussein, excerpts fromthe book were translated into Arabic, and in an effort at judicial outreach, were readover the radio to the Iraqi people. He is the Editor of the widely read National Security Report, a publication of TheAmerican Bar Association’s Standing Committee on Law and National Security. Hisnon-academic writing appears in publications such as The New York Times, The WashingtonTimes, and The Baltimore Sun. He regularly appears on talk radio and national televisionas an expert commentator on counterterrorism and international law and has been quoted byThe New York Times and The Associated Press. Previously, Professor McNeal co-directed an innovative transnational counterterrorismprosecution program funded by a $250,000 U.S. Department of Justice grant. The programimproved cooperation between senior counterterrorism policy makers and officials in theU.S. and their European counterparts. He also served as a consultant to the ChiefProsecutor for the Department of Defense Office of Military Commissions. His other experience includes work as Senior Fellow in Counterterrorism and InternationalLaw and Assistant Director of the Institute for Global Security Law and Policy. He hasadvised or consulted with the staff of Congressional committees, members of both housesof Congress, Fortune 500 Companies, The Iraqi High Tribunal, and members of theNetherlands Ministry of Foreign Affairs on counterterrorism, national security andinternational criminal law matters. As an Academic Fellow with the Foundation for the Defense of Democracies he completedtheir Israel based counterterrorism training and educational program and lecturesfrequently on numerous college campuses regarding counterterrorism and homeland security. Previously Professor McNeal served as an officer in the U.S. Army. In law school, he wasexecutive editor for The Harvard Journal of Law and Public Policy (SymposiumEdition).
