Yet, Artist &amp;amp; Author Paul Taggart describes the work he does with Soft Pastels, as &amp;#8216;painting&amp;#8217; &amp;#8211; the difference simply being that rather than producing &amp;#8216;wet&amp;#8217; strokes, he can effectively mimic the effects of scuffs, scumbles, blending and layering with &amp;#8216;dry&amp;#8217; strokes. .................
