PBN's founders were leaders of organizations that had built long-term, on-the-ground operations within the most challenging social environments in the country. Currently in six states - Alabama, California, Kentucky, Mississippi, New Mexico, and New York – PBN is a mixture of geographic regions, urban and rural communities, and a diversity of ethnic and racial populations. They formed PBN to "push back" against what they considered to be shortsighted, tactical approaches to community organizing and electoral work. Pushback Network is a national collaboration of indigenous, grassroots organizations and networks committed to building bottom-up, state-based alliances that change both the composition and levels of participation of the electorate. We emphasize strategies to empower underrepresented constituencies: people of color, poor and working class communities, and young people. Pushback Network envisions an authentic participatory democracy through which true social justice can be achieved. We seek a democracy that creates opportunities for ordinary people to make real contributions to the political decisions that affect their lives. The difference between electoral and issue-based organizing, explains SAGE Council's Laurie Weahkee, is that organizing around specific issues gives young people an opportunity to talk to their neighbors directly about what's affecting their lives and where they really want to see change. Carol Weahkee, of SAGE Council, discussed the importance in Native Americans working hard to get out the vote. SAGE Council emphasized strategic get-out-the-vote campaigns after finding that successful community mobilization around issues like protecting sacred sites fell flat at the ballot box. "We could get people out to talk about the issues," said Weahkee, "but we were losing every vote." Some organizations only do electoral organizing and talk to the voters at election time. Pushback Network is different. PBN was created from the ground up by permanent, indigenous, local and statewide organizations for whom electoral organizing is the core strategy of a much larger body of work. Each state has a plan to contact voters in multiple, strategic regions of the state. In eight states, PBN partners employ door-to-door, in-person voter education and mobilization strategies that rely on an expanding network of indigenous volunteers and leaders like SWOP's Tomas Garduno. We want our constituencies fully engaged and participating in the “democratic process.” Many low-income, people of color communities are unregistered and disenfranchised. Albuquerque City Councilor Ray Garduno (District 6), a former community organizer with SWOP, talks about voter engagement and education from a nonpartisan perspective.
