ELAINE DE COLIGNY is the executive director of EveryOne Home, which leads the implementation of Alameda County’s plan to end homelessness. She facilitated establishment of Priority Home Partnership, now a national model for homeless prevention and rehousing. During her tenure, Alameda County dramatically reduced homelessness, a process which she described in her lecture presented here.
