Even as a difficult fiscal environment has increasingly tightened federal budgets, maritime security forces are faced with an array of new and non-traditional challenges. These range from countering terrorism and piracy to combating drug and human trafficking, while simultaneously preparing for greater competition in new theaters such as the Arctic.
