In his ambitious foreign policy agenda, President Obama has espoused engagement and dialogue as the diplomatic tools that "will renew America's security and standing in the world through a new era of American leadership." With new funding from Congress and under Hillary Clinton's leadership, the State Department has already begun revamping itself to fill this tall order. This forum is the first in a series on Defense, Development, and Diplomacy, and will examine this pivotal transitional time for the State Department and USAID.
