Carl gives a brief course in civics, with an overview of administrative law. Administrative rulings by the Iowa Board of Pharmacy are limited in scope by the Iowa Uniform Controlled Substances Act. The Iowa Board of Pharmacy only deals with the specific field in which it has expert experience and knowledge. A court reviewing an administrative ruling is bound by that same limited scope and can only decide whether the administrative agency exceeded its authority under the statute it enforces. Because the Iowa Board of Pharmacy does not have the power to make law, the question of whether marijuana has accepted medical use in treatment in the United States is beyond the scope of the board's authority.
