Carl talks about how he formulated his strategy for changing marijuana's classification from having no medical use to having accepted medical use. It all started with the United Nations 1961 Single Convention on Narcotic Drugs, which the United States adopted in 1967. The federal Controlled Substances Act was enacted in 1970 to implement the Single Convention, and the Commissioners on Uniform State Laws created a model state drug law which was then adopted by 48 states.
