In 2005, the Asian Development Bank (ADB) embarked on a Safeguard Policy Update (SPU) to revise its three safeguard policies: the Involuntary Resettlement Policy (1995), the Indigenous Peoples Policy (1998) and the Environment Policy (2002). This Panel, held at the ADB’s 41st Annual Meeting in Madrid, was organized by Oxfam Australia and its purpose was to provide a space for exchange between different stakeholders on the key issues around the SPU.
