Masi is the word for what we know as the month of February, and Magam (or Makam) is one of the 27 astrological stars (maybe nakshatras). Magam usually falls on a full moon day during the Masi month. Part of the ritual around this festival involves taking a chariot out to sea with idols of the gods. The Masi Magam Float Festival is celebrated by thousand of Indian devotees from all around the country. Some come from as far as Singapore.
