Byron DorganFrannie Wellings is a Legislative Assistant to Senator Byron Dorgan (D-ND). She advises the senator on issues before the Senate Committee on Commerce, Science and Transportation, including communications, consumer protection, and transportation issues. She also handles his work on the Subcommittee on Interstate Commerce, Trade and Tourism. Prior to her work with Senator Dorgan, Frannie was the Associate Policy Director for Free Press. She previously spent two years as a Fellow at the Electronic Privacy Information Center and as director of the Public Voice project. She completed a Master of Arts degree at the University of Pennsylvania Annenberg School and a Bachelor of Science degree from Arizona State University's Barrett Honors College, where she graduated Summa Cum Laude.Kenneth DeGraffOffice of Rep. Mike Doyle (D-Pa.)Kenneth DeGraff is a senior legislative assistant to Rep. Mike Doyle. Congressman Doyle represents the 14th District of Pennsylvania and is a member of the Energy and Commerce Committee, where he is the vice chairman of the Telecommunications and Internet Subcommittee. Prior to joining Representative Doyle's staff, Kenneth worked as a policy analyst at Consumers Union's Washington office, specializing in media, technology and telecommunications issues before Congress, the FCC, the FTC and other state regulatory and legislative bodies. Kenneth is from Nashville and graduated from Butler University with high honors in communications and political science. He was awarded a national Harry Truman Scholarship in 2002.Shawn ChangFree PressDeputy Policy Director Shawn Chang works with policy and research staff to develop and implement political strategies and build new coalitions. Shawn also plays a leading role in creating Free Press' legislative agenda and maintaining a lobbying presence in Washington. Prior to joining Free Press, Shawn served as legislative assistant to Rep. Tammy Baldwin (D-Wis.), advising on telecommunications, commerce and intellectual property issues. Shawn also has served as legislative assistant for Rep. Diane E. Watson (D-Calif.) and Rep Patsy T. Mink (D-Hawaii). He holds his bachelor's degree from the Georgetown University School of Foreign Service and is currently pursuing his J.D. at George Washington University.
